Bomb Threat, Suspicious Item, and Explosion Readiness

Enable rapid reporting and expert assessment, preserve original evidence, and maintain flexible protective actions without publishing exploitable tactical detail.

Threat or suspicious item: contact 911 and follow law-enforcement instructions and the district plan. Do not touch, move, open, photograph at close range, or use a radio or phone near a suspicious item. Do not automatically evacuate toward a potentially dangerous location; authorized responders must determine the protective action.

Prepare your staff

Provide a current threat checklist at likely receiving points and train staff to remain calm, listen, preserve the communication, record exact words and observable details, note time and channel, notify authorities through a safe method, and avoid unnecessary handling or forwarding. Do not ask staff to investigate or make a credibility determination.

Preserve digital and physical evidence

  • Retain original email, message, voicemail, envelope, document, and platform metadata; preserve a working copy and document who handled it.
  • Notify IT/security and law enforcement promptly; suspend automatic deletion for relevant accounts, video, access, visitor, telephone, and alarm logs under legal direction.
  • Do not repeatedly forward suspicious electronic content, alter headers, post it publicly, or open attachments and links.
  • Synchronize clocks across security systems and document export method, hashes or other integrity checks where supported, operator, date, and recipient.
  • Separate evidentiary preservation from continuity restoration so an unsafe or compromised system is not returned to service prematurely.

Protective-action and continuity decisions

Plans should support evacuation, shelter, lockdown, isolation of an area, dismissal, or relocation as directed for the specific facts. Maintain alternate assembly and reunification sites, bus staging, disability supports, student/staff accounting, family messages, media coordination, and a process for prolonged closure. Detailed search patterns, staging locations, device indicators, and vulnerabilities belong in controlled first-responder annexes.

After an explosion

Prioritize life safety, secondary hazards, fire, structural instability, utilities, and responder access. Establish alternate operations, preserve records and evidence, recover identity and communications from trusted systems, restore services by business-impact priority, document damage and costs, and obtain qualified clearance before reentry. Provide trauma-informed family and employee support.
