Use a prevention-to-recovery system
California’s Comprehensive School Safety Plan process addresses violence, active assailants/intruders, crisis response, and annual consultation with law enforcement, fire departments, and other first responders. Separately, Labor Code section 6401.9 requires most California employers to maintain a workplace violence prevention plan, employee training, a violent-incident log, hazard correction, and specified records. Coordinate these programs while preserving their distinct requirements.

Define behavior during loss of power, network, cloud service, cellular service, or central identity; retain required life-safety egress.

Keep detailed floor plans, camera views, access methods, vulnerabilities, command locations, and response tactics in controlled operational annexes—not the public CSSP or article.
Review technology for accessibility, false alarms, discriminatory impact, data minimization, retention, records requests, and labor implications before acquisition.
Response data and recovery
Predefine incident command, family assistance, reunification, victim services, public information, evidence preservation, employee injury reporting, continuity, and post-incident mental-health support. Preserve original video, access, visitor, alarm, radio, message, and system logs under legal direction; export working copies with documented custody. Do not let evidence collection delay life safety.
After an incident, validate accountability, correct misinformation, support affected people, restore systems from known-good configurations, document costs and decisions, conduct a trauma-informed after-action review, and track corrective actions without publishing exploitable findings.
