Unduplicated Student Count

How California identifies students for Local Control Funding Formula supplemental and concentration grant calculations.

Under California's Local Control Funding Formula (LCFF), the unduplicated student count identifies pupils who meet one or more of three eligibility criteria. CALPADS uses Fall 1 enrollment, demographic, program, meal-eligibility, direct-certification, and foster-match information to produce this count.

Qualifying student groups

Income eligible

Students eligible for free or reduced-price meals (FRPM), including qualifying students identified through CALPADS program and direct-certification data.

English learners

Students with an English Language Acquisition Status of English Learner (EL) or Adult English Learner (ADEL) as of Census Day.

Foster youth

Students identified through the state foster-youth match or qualifying tribal foster-youth program information.

Each student is counted only once. A student who is both an English learner and foster youth, for example, contributes one pupil—not two—to the unduplicated total.

How the count is assembled

Establish eligible enrollment.

The student generally must have an open primary or short-term CALPADS enrollment in grades TK–12 as of Fall 1 Census Day, the first Wednesday in October. CALPADS Report 1.17 also applies school-type and age-eligibility rules.

Evaluate funding indicators.

CALPADS evaluates applicable student information, English-language status, program records, foster-match results, meal eligibility, and direct-certification information using the report's date and overlap rules.

Remove duplication.

Students meeting multiple qualifying criteria are consolidated into a single unduplicated count for the applicable school and LEA calculations.

Important CALPADS timing details

  • The certified report uses the Fall 1 Census Day snapshot.
  • EL and ADEL eligibility is evaluated as of Census Day.
  • Qualifying FRPM program records use program codes 181 and 182 and specified July 1–October 31 membership-start-date rules.
  • Direct certification must meet the applicable November extract deadline.
  • Foster-youth, tribal foster-youth, homeless, and migrant indicators are evaluated under their respective match, program, and overlap rules.
  • A student with qualifying enrollments at more than one school can be handled differently at school and LEA levels; consult Report 1.17 for the complete selection logic.

Why the count matters

For school districts and charter schools, the unduplicated pupil percentage is used in calculating LCFF supplemental and concentration grants. These resources support improved and increased services for students whose needs generated the additional funding.
