K–12 Data Interoperability Standards

A practical overview of the standards, data models, and field initiatives that help educational systems exchange information more consistently.

What interoperability makes possible

A school district may use separate systems for enrollment, instruction, assessment, identity, transportation, special programs, and reporting. Interoperability standards give those systems shared rules for describing, packaging, requesting, and exchanging information—reducing the need for one-off connections and repeated manual entry.

1. 1EdTech Consortium

1EdTech Consortium, formerly IMS Global Learning Consortium, develops open standards for the educational technology ecosystem. Several of its standards address different parts of a district’s digital-learning environment:

  • OneRoster: Exchanges users, courses, classes, enrollments, resources, and grades through CSV files or REST web services.
  • Learning Tools Interoperability (LTI): Connects learning platforms with external tools and services using a standardized launch and security model.
  • Common Cartridge: Packages and transfers course materials and digital learning resources between compatible platforms.
  • CASE: Exchanges academic standards, competencies, and learning outcomes using stable identifiers.

2. Ed-Fi Alliance

Ed-Fi provides a K–12-focused, open-source data standard and technology suite. Its Unifying Data Model describes the meaning and structure of important education information, while Ed-Fi data-exchange technologies support secure movement of that information among systems.

Common uses: Operational data stores, state and district reporting, analytics, dashboards, and connections among SIS, assessment, program, and other enterprise systems.

3. Experience API (xAPI)

xAPI, originally known as the Tin Can API, is a specification for recording statements about learning and performance experiences. Statements can be sent to a Learning Record Store and may describe activity occurring across courses, simulations, mobile applications, or other environments.

Important distinction: xAPI is designed primarily to record learning experiences. It does not replace roster, identity, SIS, or general K–12 enterprise-data standards.

4. Common Education Data Standards (CEDS)

CEDS is a voluntary education data-management initiative supported by the National Center for Education Statistics. It provides shared vocabulary, definitions, option sets, data models, alignment tools, and community-developed resources spanning early learning through workforce data.

Common uses: Building data dictionaries, aligning local fields with common definitions, comparing data sources, supporting reporting and analysis, and improving shared understanding among program and technology teams.

5. Access 4 Learning and SIF

The Access 4 Learning Community, formerly the SIF Association, maintains Schools Interoperability Framework specifications. SIF combines infrastructure rules for exchanging information with education data models that describe the information being exchanged.

Common uses: Data exchange involving student information, enrollment, attendance, human resources, transportation, special programs, reporting, and other K–12 operational areas.

6. Project Unicorn

Project Unicorn is an interoperability initiative rather than a technical exchange specification. It helps districts, states, and vendors strengthen interoperability through shared language, implementation resources, procurement guidance, and an interoperability rubric.

Common uses: Evaluating products, developing requests for proposals, improving organizational readiness, and connecting technical interoperability with privacy, governance, and instructional goals.

These resources are not interchangeable

“Interoperability framework” is often used as an umbrella term, but each resource solves a different part of the problem. A district may use several together.

  • Use an exchange standard when systems need common technical rules for transferring information.
  • Use a data model or vocabulary when teams need common definitions and structures.
  • Use an implementation initiative or rubric to guide planning, procurement, governance, and organizational readiness.
  • Confirm the exact standard, version, exchange method, security profile, and certification supported by each vendor.

Quick questions for district teams

  • Which standard should our district require?

    Start with the use case. Rostering, tool launches, content transfer, activity tracking, analytics, and state reporting involve different information and may require different standards. Document the exact exchange your district needs before selecting a specification.

  • Does a vendor’s claim of compliance guarantee compatibility?

    No. Ask which version, profiles, exchange methods, and data elements are supported; whether independent certification exists; and whether the feature is included in the proposed license. Test the complete district workflow before acceptance.

  • Does interoperability eliminate privacy risk?

    No. A standard can make an exchange more consistent, but the district must still establish authority, purpose, data minimization, access controls, security, retention, deletion, monitoring, and vendor accountability.

  • Why do version numbers matter?

    Two products may name the same standard while supporting different versions or optional features. Compatibility depends on the details, not simply on displaying the standard’s name or logo.

The larger goal

Interoperability is not merely a technical achievement. Done well, it gives educators timely information, reduces repetitive work, strengthens data quality, supports responsible decision-making, and makes it easier for districts to change systems without losing control of their information.
