If no English Language Acquisition Status (ELAS) Code exists in the ODS for a student--- then the ELAS code being submitted must equal TBD--- EO--- IFEP--- or EL.

Understanding the Error:

The system is trying to ensure that an English Language Acquisition Status (ELAS) Code of "RFEP" is not submitted for a student who is newly enrolled in a California public school. Students who have been previously Reclassified Fluent-English Proficient (RFEP) in another state must still be assessed with the CELDT. Therefore--- their initial ELAS Code should always be either "TBD"--- "EO"--- or "IFEP"
