Invalid deletion of English Learner SELA Record when Reclassified Fluent English Proficient (RFEP) record exists for student

Understanding the Error: Deleting the English Learner record would result in an ill-logical SELA sequence. Students with a Reclassified Fluent-English Proficient Record in CALPADS must also have an English Learner (EL) SELA Record.

Things to check for in the file submission:
Ensure either 1) the correct value for English Language Acquisition Status Code provided in the record being deleted, or 2) Delete the RFEP SELA record.

Suggested Resolution:
If the English Language Acquisition Status (ELAS) code is incorrectly populated and you intend to make an update to an existing record, then submit the information as a change.
