If Primary Residence Code is 140 (Parent or Legal Guardian), then Special Education Program Setting Code should not = 301 (Residential Facility) or 402 (Correctional Facility).
Suggested Resolution
Populate the Disability Code 2 with a code other than 310 (Multiple disabilities (MD).
